Recent developments in the response to the H5N1 avian influenza virus highlight significant strides in pandemic preparedness and response strategies, spearheaded by the Administration for Strategic Preparedness and Response (ASPR) and the Biomedical Advanced Research and Development Authority (BARDA), under the U.S. Department of Health and Human Services (HHS).

The ASPR, through BARDA, has unveiled a comprehensive Pandemic Influenza Preparedness and Response Strategy aimed at fortifying our nation’s defenses against emerging infectious threats like H5N1. This strategy represents a pivotal framework designed to coordinate multi-sectoral efforts, crucial for enhancing our collective readiness and resilience in the face of future pandemics.

Tom Cotter, Executive Director of Healthcare Ready, emphasizes the significance of ASPR and BARDA’s strategic objectives, stating, “The objectives that ASPR, through BARDA, sets forth in the Pandemic Influenza Preparedness and Response Strategy represent an important step towards coordinating the multi-sector response that is vital for improving our nation’s approach to emerging threats. Our organization will closely monitor how this strategy is deployed and its effectiveness in engaging private sector stakeholders, along with other essential players in the federal government. We remain on standby to support the coordination and deployment of the strategy within communities and across stakeholders representing provider groups and healthcare facilities, particularly among those closest to communities who face greater exposure-risk.”

Innovation and Preparedness

A new project has been launched to speed up the development and accessibility of human avian influenza (H5N1) mRNA vaccines for manufacturers in low- and middle-income countries. This initiative is led by the Argentinian company Sinergium Biotech and is part of the World Health Organization (WHO) and Medicines Patent Pool (MPP) mRNA Technology Transfer Program.

The mRNA Technology Transfer Program, started by WHO and MPP in July 2021, aims to build the capacity in low- and middle-income countries to develop and produce mRNA-based vaccines. Sinergium Biotech, a partner in this program, has developed candidate H5N1 vaccines and is working on proof-of-concept in preclinical models. Once the data is complete, the technology and knowledge will be shared with other manufacturers, helping to accelerate the development of these vaccines and improve pandemic preparedness.

Avian flu viruses pose a significant public health risk because they can spread among animals and potentially cause a future pandemic. This project supports ongoing efforts under the Pandemic Influenza Preparedness Framework to improve virus sharing and increase vaccine access in low- and middle-income countries.

The progress made by the mRNA Technology Transfer Program is a vital part of WHO and MPP’s efforts to improve the availability, access, and use of mRNA vaccines for global vaccine equity.
